Put the onion strands in a large bowl and pour the milk over top so that the onions are totally covered. Let soak for at least 10 minutes.
Place oil in a large deep pot over medium high heat. Heat until it is boiling (thermometer should show around 375 degrees F). Stir together flour, salt, and pepper in a large bowl.
Grab a small amount of soaked onions and shake off excess milk, Dredge them in the flour and drop into the hot oil.
Stir gently as they fry. Fry for 2-3 minutes or until onions are golden brown. Remove the golden brown onions from the fryer and place on a paper towel to drain excess grease.
Use immediately or store in an airtight container for up to 3 days.
